Canon History for the Character:
Brooke Davis is a fun-loving teenager from the small, drama-laden town of Tree Hill, North Carolina. Although her reputation precedes her as a party girl, she is also a fiercely loyal and protective friend, often sacrificing her well being for her friends. In many ways she leads a normal life - she's class president, she likes to shop and go to the beach; she's just trying to make it to high school graduation in one piece because the reality is her world is plagued with trauma. Her parents are more interested in money than in their daughter. The town's mayor Dan Scott is a psychotic son of a bitch who torments and manipulates her friends, including his two sons Lucas and Nathan, and Nathan's wife Hayley, and murders his own brother in cold blood. She helps her best friend Peyton get through the death of her mother and being stalked by a psychotic almost-killer. She survives betrayal and heart break and comes out a better person for it.
Brooke's way of coping with this life is through her independent fashion label, planning a wedding for her friends, and just trying to put on a brave face. What makes her so appealing as a character is that she exists in a balance between privileged bliss and frightening treachery.

Because playing a tough gruff know-it-all is boring.
From where in the canon timeline is your character being pulled? S4 - Brooke is a high school senior and has already been through so much but she is indulging her happiness with good friends, making her clothes, and finding that there are more important things in life than boys.
